More than 4.2 million people enrolled in private plans through the exchange markets Obamacare health insurance March 1 , the Department of Health and Human Services said in a report Tuesday .

The first registration period in the bags, which are designed for individuals and families who do not receive health benefits at work and are not covered by the health programs of the government, ending 31 March by the private coverage that will be force this year . At the current rate , registrations are below the original target of 5.6 million by the end of February, from the Congressional Budget Office projection of 7 million by the end of March. Last month, the budget office projections downgraded these 6 million in total for the entire enrollment period of six months, so a large increase in recent weeks to meet that benchmark would be required.

A quarter of enrollment until 1 March were people between the ages of 18 and 34. This demographic is considered critical for the long-term viability of the insurance exchanges based on health status , since it is assumed that they are healthier and therefore less likely to incur costly for older people to medical bills market . The White House originally allocated approximately 40 percent of the members to be younger than 35 years old.

The Department of Health and Human Services report does not include critical information on Obamacare entries to date, including how many new customers have completed their registration by paying premiums for their health insurance providers . The White House said last month that the total enrollment had exceeded 4 million. Vice President Joe Biden said last month that private insurance payments into the bags will probably end up at about 5 million.

Uncertainty also remains about how many people have enrolled in Medicaid or Health Insurance Program for Children from open enrollment began Oct. 1 . According to the HHS report Tuesday , 4.4 million people have enrolled in the Health Insurance Program and Medicaid for children since the beginning of the registration period . That number does not include anyone who signed up for programs directly with state agencies , however.

In addition , the department does not track how many of those registered previously uninsured , although Gallup reported Monday that the rate of uninsured fell from 17.1 percent in the fourth quarter of last year, when open enrollment began , to 15.9 percent in 2014 so far.
